Camp David articles Camp David used to be known as Shangri-La. That is the thing that FDR had named the camp. Starting in 1938, a late spring recreational camp in the Catoctin Recreation Demonstration Area (RDA) was produced for the utilization of Federal government laborers and their families. Called Hi-Catoctin, it offered little lodges, an eating corridor and a pool.
